Staff Profiles Report Bill Sproull President/CEO Bill Sproull is President/CEO of the Richardson Economic Development Partnership and provides administrative oversight of all programs and activities. He joined the REDP staff in October 2004. John Jacobs Executive Vice President John Jacobs is executive vice president of Economic Development for the REDP where he directs the day-to-day activities of marketing the city of Richardson and its Telecom Corridor area. John formerly served as vice president for a major national commercial real estate development company and has served as chair of the Dallas Area Economic Development Association as well as president of the Dallas/Ft. Worth chapter of NACORE, a CoreNet Global predecessor. Currently, he is a member of the Texas Economic Development Council and CoreNet Global. Lawrence P. Howorth Director of the Mayor's Office of International Business, REDP; and Vice President, International Business Development, Richardson Chamber of Commerce Lawrence works with the City of Richardson and the Richardson Chamber of Commerce recruiting international businesses and investment into the City of Richardson and supporting local Richardson businesses interested in expanding their business into international markets. Lawrence joined us in 2019 and has over 39 years of executive management and business advisory experience in multiple global markets and industry sectors. Robert (Chip) Izard Richland College Loaned Executive Mr. Izard works with the Sr. Vice President of Economic Development to facilitate business retention calls to local Richardson business. The purpose of these calls is to learn more about their business and make them aware of the services of the REDP. Recently he has been working on the Export Assistance Program to be launched by the REDP in the near future. Beth Kolman Director of Economic Development Beth Kolman is the Director of Economic Development where she supports several REDP projects and initiatives, particularly in the areas of innovation and entrepreneurship. She also assists the Director of the Mayor's Office of International Business with delegation visits and REDP's FDI and Soft Landing programs. Luciana Arteaga-Nemtala Marketing Manager Luciana Arteaga-Nemtala is the Marketing Manager for the Richardson Economic Development Partnership (REDP). She is responsible for marketing the city as the prime place for businesses to locate and for professionals to live, work, and play in. Luciana also helps the Executive Vice President of the REDP with research for the REDP. Luciana attended the University of Texas at Dallas, where she attained her BS in Economics with a minor in International Political Economics. Shannon Skripka Events Manager Shannon helps organize, market and execute economic development-related Chamber events and handles special projects for the Richardson Economic Development Partnership.
