President's Club Gets Health Care Update from President of Blue Cross and Blue Shield of Texas

It is the hottest topic of the year in Congress and across the country it is one of   the most divisive issues in years. Opinions on how health care should be reformed cover a wide range of perspectives and there are no easy solutions. That was part of the message that Darren Rodgers, President of Blue Cross Blue Shield of Texas, delivered to an intent audience of Richardson Chamber of Commerce President’s Club members on Wednesday, October 14th.

After setting the stage of how the health care system has evolved into the present state, Rodgers said he was going to strive to “stay out of the weeds and stay out of the politics” of the discussions taking place on Capitol Hill. He then gave a very informed account of the many different facets of “health care reform” that are being discussed. They included the public option and potential triggers and opt-out solutions that could be added, the Cadillac health plan tax, which he said would be 40% of health care premiums for those individuals subject to the tax and many more proposals in both the House and Senate.

Rodgers pointed out that there was no health care bill in either house at the time and that five different discussions - or “mark-up” sessions - were taking place in Congress. After the mark-up process in each house, any bill crafted in either house would need to go through reconciliation with the other house before going to the President.

The bottom line is that he believes there will be a bill sent to the President this year. He also asserted that no matter what is in the bill, it will increase cost and will not satisfy all parties. He cautioned that there could be many last-minute additions or deletions as the politicians work to position the final bill as something they can defend to their particular constituents.

The President’s Club audience was very interactive. They asked many questions during and after Mr. Rodgers’ presentation. Many stayed after the program had ended to continue the discussion. Rodgers program may not have provided clear resolutions to fix health care, but the audience left with a lot more detailed knowledge of what is being discussed in Washington.
